Key findings: There is limited but growing attention to the ways in which empowerment and climate change policy and interventions interact with and benefit each other. The vast majority of this literature focuses on the empowerment of women, and centres on climate change adaptation. While the links between gender and adaptation and gender perspectives on adaptation have been explored to some extent, the gender aspects of mitigation are still preliminary. There is also very limited discussion on concepts of accountability in climate change policy and interventions, outside of climate finance. As such, this report focuses on empowerment, particularly empowerment of women, and climate change adaptation and mitigation.
