Report

July 2026

The Foreign, Commonwealth and Development Office (FCDO) commissioned the University of Birmingham’s Governance and Social Development Resource Centre (GSDRC) to undertake a learning review of the Emergency Deployments Team 2 (EDT2) programme. The programme comprises the UK’s Emergency Medical Team and International Search and Rescue team. The learning review utilised Development Assistance Committee (DAC) criteria of relevance; coherence; effectiveness; efficiency; impact and sustainability to undertake a ‘light touch’ evaluation of EDT2, using existing programmatic and administrative documents. This review reports on the findings of the evaluation and includes recommendations and lessons learned from the EDT2 evaluation.
